About the UDC Update

The Unified Development Code (UDC) Update is focused on creating a stronger foundation for Pearland’s future. First adopted in 2005, the existing code has served the community for nearly two decades, but much has changed in the development world since then. Shifts in best practices, new housing and commercial trends, and lessons learned through the pandemic all highlight the need to update the City’s regulations so they reflect today’s realities and prepare Pearland for tomorrow.

This update will streamline outdated regulations, reduce obstacles to quality development, and make the code clearer and easier to use.

By modernizing the UDC that incorporates recommendations adopted in the Pearland2040 Comprehensive Plan and from the recently adopted Old Town Revitalization Plan, the city will be better positioned to balance new opportunities with community priorities, ensuring that growth remains sustainable and aligned with what residents and visitors value most.
